
Contracts and Pricing Manager
Position Summary And Purpose
The Contracts and Pricing Manager (CPM) is responsible for the effective management and administration of Q2 Impact’s Prime Contracts and Awards, Subcontracts and Subawards, procurement and grants programs, as well as compiling cost proposals. The CPM will report to the Director of Contracts, Pricing, and Risk Management and have direct supervision over assigned contracts and pricing staff.
The position is meant to enhance Q2 Impact staff experience and knowledge of contractual and regulatory compliance, ensure the proper and compliant management of agreements, and develop procedures and systems to better streamline the procurement, contractual, and budget proposal management processes.

Primary Responsibilities
- Serve as reference point for internal contracting questions;
- Lead the internal approval process for contracts for services and procurement for assigned projects;
- Provide guidance to program staff on contract inception, implementation, and closeout activities, including preparation of contract briefing materials, required approvals, allowances, funding, procurement, property inventory, and audit file documentation;
- Prepare and negotiate Contracts, Subcontracts, Purchase Orders, Consultant Agreements, Subawards, Grants, Contract, and Task Order modifications; perform periodic contract budget monitoring;
- Supervising contracts support staff;
- Work with Project Directors to ensure smooth implementation of contracts;
- Responds on requests for assistance, information, and interpretation on a broad range of contractual topics, such as: allowances, contract regulations, procedures and management, subcontracting procedures and management, procurement, and grants under contracts;
- Reviews basic legal issues for employment and procurement;
- Ensures that staff follows contract regulations and Q2 Impact’s procurement and travel policies by reviewing and approving subcontracts, leases, teaming agreements, and other documents, and providing hands-on assistance in their preparation;
- Ensures administrative and financial compliance with USG regulations, including regular review of the USAID ADS, FAR, AIDAR, 2 CFR 200, DSSR, DFAR, and other relevant client regulations;
- Develop procurement and financial policies, procedures, methods, operating practices;
- Completes reporting and periodic compliance filings (e.g., SAM.gov, service contractor reporting, GSA schedule reporting, FSRS, ESRS, etc.);
- Serves as contractual point of contact for audits;
- Provide capacity development to Q2 Impact home office and field office staff in regulatory compliance, contract/subcontract administration, and other topics through formal training programs, informal training videos, and training materials;
- Coordinate with the Senior Leadership team on special projects as assigned;
- Perform other duties as assigned.
- Prepare and presents comprehensive administrative, fiscal, contractual, statistical and technical studies, reports, specifications and correspondence as required.
- Assist with development of technical deliverables;
- Participate in quality assurance as assigned;
- Deliver any technical tasks as assigned.
- Draft proposal budgets with technical team inputs;
- Support the development of updated pricing models;
- Support business proposal development;
- Assists with recruitment of personnel and in-country partners;
- Research legal and program implications for countries participating in programs;
- Assist with writing and production of proposals as needed.
Required
- Bachelor’s degree in business, finance, business administration, international affairs, development studies, or related field
- Minimum of 5 years managing the administration of USAID and other donor-funded projects;
- Significant demonstrable experience in acquisition mechanisms, USAID ADS, FAR, AIDAR, 2 CFR 200, and other USG international regulations;
- Strong analytical and decision-making skills;
- Ability to use logic and reasoning based on a wide range of experience and training to solve complex problems;
- Ability to work independently and collaboratively with a team;
- Detail-oriented, experience developing/managing program budgets;
- Willingness to travel to overseas locations and consider placement on long- term overseas assignments;
- Significant experience with Microsoft Excel and Word;
- Experience managing and supervising a department or project team;
- Fluency in English, and strong written and verbal communication skills;
- Prior experience living or working outside the United States.
- Master’s Degree in business, finance, business administration, international affairs, development studies, or related field
- Fluency in and knowledge of Russian, Arabic, French, Turkik Languages, or Hindi;
- Experience with Deltek Cost Point;
- CFCM.
