Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

This position will support the work of the FAO’s Green Climate Fund (GCF) readiness project „Strategic Readiness to support the Updated NDC and its Climate Action for Georgia: Transforming Agriculture Sector through Low-Emissions and Climate-Resilient Pathways“.

Reporting Lines

The Climate Change Monitoring Data Systems Specialist shall operate under the overall guidance and responsibility of the FAOR and the direct supervision of the Assistant FAO Representative for Georgia (FEGEO) and technical guidance of the Lead Technical Officer (LTO) in the FAO Regional Office for Europe and Central Asia (REU) as well as in coordination with National Project Coordinator (NPC).

Technical Focus

Provide technical expertise for the appropriate planning, development and implementation of the FAO project and timely delivery of the project outputs.

Tasks And Responsibilities

Conduct mapping of agriculture sub-sector-specific indicators in Georgia for tracking progress on Updated NDCs and 2030 CC Strategy Implementation:
  • Collect and analyse data on agriculture sub-sector-specific indicators in Georgia to establish a baseline for tracking progress on the Updated NDCs and 2030 CC Strategy Implementation.
  • Develop a methodology for mapping and monitoring agriculture sub-sector-specific indicators to track progress toward climate change mitigation and adaptation in the agriculture sector.
  • Coordinate with relevant stakeholders, including government agencies, non-governmental organizations, and private sector entities, to gather data and ensure consistency in reporting.
  • Create regular reports on progress towards meeting the Updated NDCs and 2030 CC Strategy Implementation goals, including providing recommendations for further action as needed.
  • Conduct studies related to the indicators to determine data gaps in Georgia and propose practices and methodologies to fill these data gaps. This activity includes 1 validation workshop for approx. 30 persons in Tbilisi:
  • Conduct studies to identify data gaps related to agriculture sub-sector-specific indicators in Georgia, including identifying relevant data sources and collecting data where needed.
  • Develop and implement methodologies for filling data gaps, including establishing new data collection systems where necessary.
  • Coordinate with relevant stakeholders to ensure that data collection is comprehensive and accurate.
  • Organize and conduct a validation workshop for approximately 30 people in Tbilisi to share findings and gather feedback from stakeholders.
  • Prepare and disseminate reports on the findings of the studies and the results of the validation workshop, including recommendations for future action.

Minimum Requirements
  • University degree in the related field, with competencies in development of progress monitoring tools, indicators, recommendations.
  • At least 5 years of experience in monitoring and data systems. Knowledge of climate change adaptation and mitigation indicators.
  • Working knowledge of English (Level C) and limited knowledge (level B) of at least 1 official UN Language (Arabic, Chinese, French, Spanish or Russian)
  • For PSA.SBS working knowledge of English (Level C).

  • Understanding of Agri-food systems transformation: The consultant should have a domain expertise in agri-food sector with a knowledge of the impact the agri-food sector has on environment and climate change.
  • Knowledge of agri-food and climate policies and strategies: The consultant should have experience in developing and implementing agri-food and climate policies and strategies.
  • Institutional capacity building: The consultant should have expertise in institutional capacity building, including the ability to assess organizational structures, roles, and responsibilities.
  • Technical capacity building: The consultant should have experience in technical capacity building, including the ability to assess technical skills, knowledge, and resources.
  • Project management: The consultant should have experience in project management, including the ability to coordinate and manage project activities, resources, and stakeholders.
  • Data analysis: The consultant should be skilled in data analysis, including the ability to collect and analyse data to inform decision-making.
  • Communication and stakeholder engagement: The consultant should have strong communication and stakeholder engagement skills, including the ability to work with a diverse range of stakeholders and communicate complex information clearly and effectively.
Selection Criteria
  • Working experience with or within FAO or the UN system and a good understanding of its operations will be advantageous.
  • Proactively coordinating and adaptively responding to the changes pertinent to the project implementation.
  • Well-informed of micro and macro-level processes and has the ability to identify trends that are relevant for the project implementation.
  • Having prior work experience in the countries located in the Europe and Central Asia (ECA) region would be advantageous.
  • Extent and diversity of experience related to the above requirements.
